The prior verdict on this claim (CONTRADICTED, 0.8) had explicitly treated that presupposition as robust-but-unassessed and non-gating, since it is necessary but far from sufficient for the hazard scenario; the new assessment lands exactly where the prior reasoning assumed. Change absorbed without a status change: status remains CONTRADICTED, credence 0.05. Adopted: the scenario's hazard channel is Hawking emission during accretion, so the reality of Hawking radiation is a genuine setup premise; the edge also surfaces the tension critics noted between suppressing Hawking decay (metastability) and invoking Hawking emission (hazard). While reviewing, found the existing claim b2f080ee ("Plaga's metastable black-hole risk scenario applies Hawking-radiation and accretion formulas inconsistently") via search and attached it as CONTRADICTS, since the Giddings-Mangano inconsistency charge is the central published rebuttal and was previously unlinked. Did not create named arguments: with one presupposition and one contradicting crux, direct edges keep the structure transparent. Did not attach the "catastrophic growth does not occur" claim, which bears on the accretion antecedent handled elsewhere in the subgraph rather than on this conditional emission claim.     The claim originates in a 2008 paper by Rainer Plaga, which proposed that a microscopic black hole produced at a particle collider could be metastable, with its Hawking decay partially suppressed, then accrete surrounding matter at the Eddington limit and emit Hawking radiation at levels of order 10^16 watts, enough to harm Earth or the area around CERN. The published physics literature weighs against this. Steven Giddings and Michelangelo Mangano replied within weeks that the scenario is internally inconsistent: the dangerous power figure comes from combining formulas of the underlying Casadio-Harms model in a way the model does not permit, and a consistent application of the standard relation between a black hole's size and its Hawking output gives power far below hazardous levels. Independent follow-up analyses by Casadio, Fabi and Harms (2009) and by Koch, Bleicher and Stöcker (2009) likewise concluded that catastrophic behaviour does not occur in such scenarios, and the conclusions of the LHC safety assessment stood. Plaga disputed the inconsistency charge in later revisions of his paper, but his position has attracted no independent support. The scenario also depends on Hawking radiation being a real emission mechanism, a prediction that is theoretically well grounded but has never been directly observed. The scenario must simultaneously suppress Hawking decay, to make the black hole metastable, and invoke Hawking emission as the hazard, a tension its critics have noted. The prevailing conclusion is that even granting metastability and Eddington-limited accretion, the emitted power would be many orders of magnitude too small to be dangerous.
