This claim states the central technical objection raised by Steven Giddings and Michelangelo Mangano (arXiv:0808.4087, 2008) against Rainer Plaga's proposal (arXiv:0808.1415) that metastable micro black holes produced at the LHC could accrete matter at the Eddington limit and emit hazardous Hawking radiation of roughly 10^16 watts. Giddings and Mangano argued that this power figure cannot be obtained from any consistent application of the Casadio–Harms quantum black-hole model on which Plaga's scenario is built: applying the model's Hawking-power relation consistently to black holes of the relevant size yields output many orders of magnitude below hazardous levels, so the alarming number arises only by combining accretion and radiation formulas from incompatible regimes. The charge is well supported. It was corroborated independently by Casadio, Fabi and Harms, the originators of the framework Plaga adopted, whose peer-reviewed analysis (Phys. Rev. D 80, 084036, 2009) found that micro black holes in warped brane-world models stop growing far below any catastrophic mass. No independent physicist has published support for Plaga's numbers.
