By the time SARS-CoV-2 emerged, the Wuhan Institute of Virology (WIV) was among the world's leading centers for bat-coronavirus research and possessed the methods, expertise, and infrastructure to engineer novel SARS-related coronaviruses in the laboratory. Its own peer-reviewed publications document the construction of chimeric SARS-like viruses — building new viruses by grafting components such as spike genes from one bat coronavirus onto the genomic backbone of another using reverse-genetics systems. This general technical capability is not seriously disputed, even by researchers who reject the hypothesis that SARS-CoV-2 itself was laboratory-engineered.
