The Casadio–Harms model describes microscopic brane-world black holes as quantum objects whose evaporation and accretion can be computed within a single framework. Rainer Plaga's 2008 risk scenario used this model to argue that a collider-produced black hole could accrete at the Eddington rate and radiate at hazardous power. Giddings and Mangano's response applied the model's own radiated-power relation to the same black hole and obtained roughly a tenth of a microwatt, about twenty-three orders of magnitude below Plaga's figure, arguing that a hazardous number can only arise by combining accretion and evaporation formulas from incompatible regimes. The low-power conclusion is corroborated by the model's own authors: Casadio, Fabi, and Harms analyzed the growth and decay of such black holes in 2009 and found that accretion is overtaken by evaporation at a small critical mass, so the objects never approach masses or luminosities of any practical concern, a result extended in later surveys of tidal-charged black holes. The principal dissent is Plaga's published reply, which contends that the power expression Giddings and Mangano used is their own rather than the model's; this objection has not been taken up elsewhere in the literature, and the subsequent work by the model's originators sits on the other side of it. The claim is conditional on the model itself, which remains a speculative description of physics that has not been observed; within the model, the weight of published analysis supports the low-power result.
