    This claim states the operational criterion at the bottom of the dispute over whether the Higgs and confining regimes of gauge theories with fundamental matter are sharply distinct phases: a distinction counts as physical only if some measurement on finite-energy physical states can detect it. The question is a choice of criterion rather than a matter of calculation, and credible parties in the current literature take opposite sides of it. The case for the criterion is inductive and cautionary. Genuine thermodynamic phase transitions show up as nonanalyticities in measurable bulk observables, so every uncontroversial phase distinction is already backed by measurement, and gauge theories illustrate the risk of trusting formally suggestive but unmeasurable quantities: local gauge-variant order parameters cannot distinguish phases of gauge theories, and regimes with the same symmetry-breaking pattern can be connected without any transition, as Fradkin and Shenker showed for lattice gauge-Higgs systems. Hayashi's continuity argument (Phys. Rev. Lett. 132, 221901 (2024), arxiv.org/abs/2303.02129) rests on this criterion: physical test-quark states in a superfluid are unavoidably dressed, only the dressed Aharonov-Bohm phase is accessible to measurement, and its smooth behavior supports Higgs-confinement continuity. Against the criterion stands the standard practice of classifying gauge-theory phases by the behavior of gauge-invariant extended operators. Cherman, Jacobson, Sen and Yaffe (JHEP 06 (2024) 200, arxiv.org/abs/2401.17489) exhibit a case in point: the phase of a vortex-line correlator linking a Wilson line changes non-analytically between Higgs and confining regimes in a 2+1D lattice gauge theory, and they treat that sharp structure as marking a real distinction, on the view that nonanalytic behavior of gauge-invariant correlation functions marks a physical distinction between phases whether or not a finite-energy measurement tracks it. Because the disagreement concerns what should count as a physical distinction, no calculation settles it directly, and neither camp disputes the other's technical results. What would move it is indirect: a demonstration that the disputed correlator phase has concrete measurable consequences, for instance in vortex-quasiparticle scattering or transport, would largely dissolve the disagreement, while a continued absence of any such consequence would strengthen the operational reading. Lattice investigation of nonlocal order parameters for the Higgs-confinement transition is ongoing (e.g. Shimada and Yamamoto, PTEP 2025, 043B05).
