    This claim is the central step of Giddings and Mangano's 2008 reply (arXiv:0808.4087) to Rainer Plaga's proposal that a metastable micro black hole produced at a collider could accrete matter at the Eddington limit, radiate dangerously, and yet escape the astrophysical safety bounds derived from the survival of white dwarfs and neutron stars. Their reply argues that no such gap exists: the physics that would let a black hole accrete and radiate at Eddington-limited rates on Earth is the same physics that governs black holes produced by cosmic rays striking compact stars, where matter is enormously denser. Any black hole capable of the accretion Plaga's scenario requires would therefore be produced on, trapped inside, and grow faster within white dwarfs and neutron stars, and the observed survival of such stars for billions of years excludes the dangerous parameter range. The reasoning rests on the well-established legs of the compact-star bound, namely that cosmic rays reaching collider energies strike compact stars, that black holes produced there are stopped in the dense stellar material, and that old white dwarfs and neutron stars are observed to survive.
