This claim is the conclusion of Rainer Plaga's 2008 paper on metastable quantum black holes, and its standing depends on which of two readings is at stake. Plaga's concrete case was that a metastable black hole, accreting at the Eddington limit and emitting hazardous Hawking radiation, could evade the astrophysical safety bounds published by Giddings and Mangano. That case has fared poorly: Giddings and Mangano replied that the scenario applies Hawking-radiation and accretion formulas inconsistently and that no catastrophic growth occurs even on its own terms, and the underlying assertion that stellar-survival bounds fail to exclude such black holes is itself contradicted by the available analysis. The physics community has broadly accepted the rebuttal, and subsequent literature treats collider black hole disaster scenarios as excluded. A weaker reading of the claim, however, retains credible support. Ord, Hillerbrand and Sandberg argued in the Journal of Risk Research that any theoretical safety analysis can at best bound a risk by the probability that the analysis itself contains an error in theory, modelling, or calculation, a probability plausibly far larger than the extremely small figures such analyses quote.
