Whether the Wuhan Institute of Virology (WIV) held or could obtain a bat coronavirus close enough to SARS-CoV-2 to serve as a genetic-engineering starting template remains genuinely contested, with the weight of current evidence leaning against it. The closest documented WIV-held virus, RaTG13, shares only about 96.2% of its genome with SARS-CoV-2 — roughly 1,150 nucleotide differences — and mainstream virology holds that a virus this divergent is impractical as a reverse-genetics backbone, since reconstructing SARS-CoV-2 from it would mean altering around a thousand scattered nucleotides rather than "using a backbone." No proximal progenitor has been sampled anywhere, and phylogenetic work places the last common ancestor of SARS-CoV-2 and its nearest known relatives decades in the past. The live counterpoint is that the WIV's collection is not fully transparent: a virus database was taken offline in September 2019 and has not been released, leaving open the possibility of an undisclosed closer virus that opportunity and prior sampling history cannot rule out. That possibility is unsupported rather than disproven — and it was somewhat weakened in December 2024, when Shi Zhengli presented sequences of dozens of additional WIV bat coronaviruses and reported that none are close ancestors of SARS-CoV-2, though this is a self-interested disclosure that does not account for the withheld 2019 database. The question would resolve toward "contradicted" if the WIV's full holdings were shown to contain nothing closer than ~96%, or toward "supported" if a substantially closer WIV-held virus were ever documented.

Full reasoning — evidence and decisions behind this verdict

The claim is disjunctive ("possessed OR had access to"), so it fails only if BOTH affirmative routes fail.

Route A — a KNOWN WIV virus suffices as a backbone. The closest documented WIV holding is RaTG13 (~96.2% identity; ≈1,150 nt differences). Boni et al. (2020) and later phylogenetics place the common ancestor of SARS-CoV-2 and its closest known relatives (RaTG13; BANAL-52 at ~96.8%, sampled in Laos) 40+ years ago; no proximal progenitor has been sampled. Subclaim 64f7a032 (CONTRADICTS) holds ~96% is far too divergent to serve as a practical reverse-genetics template — reconstructing SARS-CoV-2 would require altering ~1,000 dispersed nucleotides, which is not what "using a backbone" means. On the known-virus reading the claim is close to contradicted. Countervailing: this "too divergent" judgment is technical and a credentialed minority disputes how hard such engineering would be.

Route B — an UNDISCLOSED closer WIV virus. Subclaim 0f5a1f1b, UNSUPPORTED (conf 0.6). The Sept-2019 database takedown, Mojiang-mine sampling history, and the DEFUSE proposal establish opportunity and motive, but there is no credible public evidence of a more-similar undisclosed virus; WIV non-disclosure blocks active contradiction (absence of evidence ≠ evidence of absence).

New data point (trigger): At a December 2024 conference in Japan, Shi Zhengli presented 56 whole bat-coronavirus genomes plus partial sequences from WIV freezers and reported that none are recent ancestors of SARS-CoV-2. Independent commentary (e.g., evolutionary biologist Jonathan Pekar) read this as supporting her assertion that WIV held nothing more closely related than already-published viruses. This reinforces the public record that no WIV-held virus closer than RaTG13 (~96.2%) has surfaced, modestly strengthening the against-lean on Route B.
